IMO, the listed CR of 13 assumes at least that the monster gets to choose the terrain. If it gets an ambush, the surprise round will involve a lot of saving throws and probably a downed PC or two. WebI don't think "well, it's possible to create boring, drawn out fights with a ton of low level monsters that spend a half hour rolling" is really a "plus" on the side of 5e. If anything I'd argue the inability to do this to your players in PF2e, requiring more interesting options like troops, is a benefit of the system.
